to the points given in TF\rquote s presentation three issues were raised before he left. \par \par Firstly the call for potential research projects from the Roads Liason Group. This request w ould include both highway maintenance matters that would go via the Roads Board and also street lighting matters via the Lighting Board. GP offered to lead on maintenance research and TF would co-ordinate street lighting. \par \par The second issue concerned TfL\rquote s draft proformas for ITP bids. The proposals cover both estimates of likely improvements together with records of actual improvements. The principal that funding might extend further into footway maintenance was welcomed although this needed to be clarifie d . The form in the appendix was not considered to be too onerous to complete but there needed to be a distinction between the forward looking projections and the recording of works completed. Ideally the forward projections should be desktop estimates givi n g details of likely lengths or areas to be improved. Whereas the reporting of works complete could be more detailed and come from the final accounts recording actual details of works complete. (numbers of dropped crossing installed etc). It was agreed tha t this would be fed back to Bob Bruty of TfL. \par \par The final issue concerned TfL\rquote s proposal to commission detailed inventory and coarse condition assessments for all TfL and Principal Roads in London. A meeting had taken place between TfL and the Secretary of LoTAG concerning the ability to undertake such a survey in a seamless manner joining together all the data from the London Agents, Stewardship Contracts and the remaining London boroughs (this latter area being the greater proportion of the network). \par Some concern was expressed about the role TfL were adopting and how the asset survey would be used. For a survey, likely to cost in the region of \'a3 1m+ there was concern how value for money would be achieved, particularly in view of the quality of the condition data being collected. A more co-ordinated approach was required. The boroughs needed to know the purpose of the survey and to be given the assurance that the data would be provided to them for their benefit. Additionally there was concern about TfL \rquote s role and how the survey might impinge on the individual borough\rquote s responsibility. The survey would not be able to identify either critical assets or deal with important issues such as clutter. Work was to be carried out to determine whether TfL\rquote s data could be joined in a seamless manner so that surveys could be carried out independently and joined together subsequently. \par }{\b\fs24 Post meeting note: \par }{\fs24 [Hammersmith and Fulham had taken TfL data and successfully joined the networks having converted TfL\rquote s MapInfo GIS data to ArcView. This had then been successfully loaded into the mapping system. Data could then be added in a straightforward manner from an Excel spreadsheet. The result from this would mean that the inventory survey could be carried out by different authoriti es and then joined together. This was as set out in the draft News Sheet number 6. \par The DVI surveys were progressing well and it was on pro gramme for completion by the March/April deadline. There is likely to be considerable debate over the interpretation of the results between year one and year three although it was uncertain the extent to which the two data-sets could be compared. The like ly changes would materialised due to network changes, software amendments and the use of more experienced surveyors. \par There had been some delay with the return of the TTS surveys from WDM. Whilst the site work was just complete by Christmas as promised, th e surveys had to be validated and were now being received in a trickle borough by borough. More work was needed to develop the cracking data to provide Wheel Track Cracking, in line with the UKPMS DVI surveys. Additionally it had been hoped that the \lquote machine load\rquote option for loading the data into the UKPMS software would have been able to take the data. Ultimately the intention is to use an especially developed TTS HMDIF as the standard means of loading TTS data. The \lquote machine-load\rquote option was intended to be in interim measure as the software supplier had indicated that it was available and in working order. However it has proved to be more complex and the software has to be modified to get the data to load. It is not now expected to have the TTS results ava ilable until April with the full data being presented in October. \par There had been a further meeting of the TTS subgroup. Ed Laurence of Babtie, (Kent CC) had offered their survey as a useful comparitor in 2002/03. Additionally Perth in Scotland had invited a presentation from the R2K team and they were keen to share their experiences. Perth and Kinross were the lead authority for the Scottish Road Maintenance Condition Survey and had been commissioned to survey all of Scotlands roads. Their survey was, in t h e main, using the HRM rather than TTS. A first attempt at TTS R&P had given some encouraging results. However more field data was required once the terms of reference had been agreed and the software modified. This would be taken up once the Roads Board h ad approved them, the software amended and the new data sets received. \par The SCRIM fieldwork was complete but had to be validated against the networks. The current proposal was to plot SCRIM shortfall. \par }\pard \ql \li0\ri0\widctlpar\intbl\jclisttab\tx360\aspalpha\aspnum\faauto\adjustright\rin0\lin0 {\fs24 Similar problems with the GPR in terms of being able to load the data into the software additionally this survey was also making slow progress. However the team considered that it was not so important if this survey slipped. It was a useful exercise and once complete would provide a materials database across L ondon. \par }\pard \ql \li0\ri0\widctlpar\intbl\aspalpha\aspnum\faauto\adjustright\rin0\lin0 {\fs24 SH enquired about future works programmes and whether this had been considered beyond 2002/03 and whether DVI would be continued after TTS kicked in. AZ said that he hoped to do at least one more DVI in 2003/04 and to continue this work for footways. \par A lot of work has gone into the presentation of data and how this can be easily accessible to the engineer. The R2K team had found that the new version of Adobe Acrobat provides a very useful format for displaying the data and it has been found that the condition indicator maps can be combined with the treatment recommendations. GP had responded to the consultation on BVPIs. The D TLR had informally indicated that there was not sufficient grounds to make substantial changes to their proposals although for CVI surveys they had not been convinced of the need to use Rut Bar measurements, particularly in view of the impending abandonin g of the visual surveys on principal roads.
