If the asset can be quantified and the ownership identified then maintenance responsibilities can become clearer. This may slip to next year. \par The BVPI results to the Boroughs by March; the rest of the results available at the LoTAG meeting in November. \par \par IP asked if the TTS would pick up overseal banding and commented on difficulty of comparing TTS data to visual inspection data. GP advised that TTS would identify similar defect to a visual survey but it would probably be more consistent and cost effective. The issue of residual life calculations would not be the highest order indicator in future although this could still be carried out as a means of arguing for funds. TTS is a fairly crude tool adequate for first stage analysis but will give conformity over the motorway/ Trunk and Principal road networks. Authorities can use other systems in their bids to \par GLA/TfL for funding next year. \par \par At a meeting with Peter Heather/Andrew Wheedon, TfL suggested that an asset inventory and condition survey of all PRN AND TL RN be undertaken. The TLRN survey would be complete by September 2002. The boroughs offered to undertake the remaining surveys by Sept 2003. The cost would be in excess of \'a3 1m. As part of the review, NRMCS had agreed to carryout the survey using the statutory BVPI data. \par TTS usage would be increased/developed to a national standard based significantly on London experience. Babtie had offered Kent County Council data as they own a TRACS machine. Additionally Perth a nd Kinross given money to survey Scottish roads and are consulting with the ROAD 2000 group over this. \par It is optional to use TTS in the BVPI\rquote s from April this year but will be compulsory from 2003/4. In London there are good data sets from DVI\rquote s to compare with the TTS results. \par BVPI96 and BVPI 97 would be used to survey the classified and unclassified road. \par The footway working group had recommended DVI be used for a footway BVPI but this had not been included in the consultation paper. \par \par }{\fs28 BVPI\rquote s \par }{GP to do a response to the government consultation. \par New BVPI\rquote s focussing on roads not needing repair and would be linked to the rate of spend; the inverse of existing BVPI 96. Effectively this is a \lquote good news\rquote rather than \lquote bad news\rquote indicator and would probably repla ce BVPI 96 ultimately. \par Three BVPI\rquote s have been deleted. 93 and 105 will not be missed but 95 the repair to damaged street lights may be missed. For the remaining changes to the BVPIs these amounted to ongoing refinement rather than substantial changes. The government is intent on reducing the number of National PI\rquote s. \par Concern was expressed at NRMCS that no footway indicator had been included.
